2009 Priorities
.
WIN’s VOTE Neighborhoods First Campaign
Our Organizing Goals for 2009 –2010
 
·      Challenge DC to allocate the majority of its Federal stimulus funds to help poor, working poor, and middle-income DC residents.
 
·     Make permanent the $100 million Neighborhood Investment Fund.
 
·     Secure capital funding in the FY 2010-FY 2013 budgets to build 3 new recreation centers Ft. Stanton—Ward # 8, Marvin Gaye—Ward # 7, and Benning Terrace/Fletcher Johnson—Ward # 7.
 
·     Recruit 2-3 new institutions in targeted Wards (4, 5, 6, & 8) to expand WIN’s citywide power.
 
·     Complete the redevelopment of the Washington Highlands Library—SW/Ward # 8.
 
·     Implement Beulah Baptist Church’s redevelopment projects (100 units senior housing & services) to rebuild the Dix Street, NE commercial/retail corridor from 49th Street to Eastern Avenue—NE/Ward # 7 as well as the Emory UMC mixed-use project (100 units affordable and transitional housing as well as neighborhood retail) on Georgia Ave, NW—Ward # 4.
 
·     Undertake pre-development analysis of 4-5 church & other properties in NIF target areas for affordable housing & neighborhood projects in these target neighborhoods:
 
- Brightwood/Ward #4/NW
- Bellevue/Ward # 8/SE-SW
- Washington Highlands/Ward # 8/SE
- Columbia Heights/Ward #1/ NW
- Benning Terrace/Ward # 7/SE
 
·      •  Explore the feasibility of launching and develop a capitalization plan for a $10 million Real Estate Equity Fund with monies from religious, foundation, and other social investors.
 
·      •  Continue WIN’s on-the-ground organizing with public housing residents in target neighborhoods in Wards #7 and #8, Langston Terrace in Ward #6 and Benning Terrace & Kenilworth/Parkside in Ward #7 to improve affordable rental housing and address local quality of life issues.
 
·      • Conduct 100 house meetings in 2009 with DC residents persons to understand how the economic and financial crisis is affecting families and individuals in Washington DC. 
 
·     Develop an action plan by Fall 2009 to address jobs and financial security issues.
